He was born in 1931 in Davenport to parents Christopher Andrew and Edna Swanson, the youngest of 9. At his mother's passing at the age of 5, "Bobby" as he was affectionately known, was taken in by oldest brother Ivyl (Phyllis) to be raised with "brothers and sisters" Wayne, Muriel, Diane and Mark . While employed by the City of Davenport's Public Works Department from the age of 15, he graduated from Davenport High School in 1949. During this same period, Robert was a member of Davenport Chapter Order of DeMolay, and received the Order of Chevalier and later in life the Legion of Honor for his works in DeMolay.

Robert entered the U.S. Naval Reserves in 1948, and began 4 years of active duty in 1950 serving his enlistment at NAS Pensacola, Fl. During this time he met and married his bride of 55 years, Barbara Ann (Beaird). Upon completion of active duty, he returned to Davenport and worked as a tool and die maker at Uchdorf's and ALCOA before being hired as a Police Officer for the City of Davenport in 1956. During his career, he served alongside brothers Ivyl, Chris and son Eric (Davenport PD) and brother Walter (Bettendorf PD). In 1972, at the direction of then Davenport Mayor Kathy Kirschbaum and Bettendorf Mayor Bill Glynn, the brothers formed the Organized Crime Unit and took a major bite out of illegal drug, gambling, and gun trafficking in the Quad Cities. He later rose to the rank of Major and was Adjutant to the Chief before retiring in 1987. In 1989, Robert returned to duty as Police Chief for the City of LeClaire, a position he held through 1991.

Robert remained highly involved in the community as a member of several boards and organizations.
